Office Location: Bliss Charles Public Safety Building – 1801 Fifth Avenue.
Office Hours: Monday–Friday, 8:00 a.m. – 4:30 p.m.
Permit Enforcement Hours:
Monday–Thursday: 7 a.m. – 7 p.m.
Friday: 7 a.m. – 4 p.m.
All other violations are enforced 24/7 year-round by the Marshall University Police Department, regardless of the academic calendar.
A valid Marshall University parking permit is required in most areas during enforcement hours (excluding metered spaces, the pay lot, and the Sixth Avenue Parking Garage). Please note:
- A permit does not guarantee a space—only the opportunity to park in a designated area.
- Lack of available parking does not excuse violations.
- The university is not liable for loss or damage to vehicles or contents while parked on campus.

To support campus operations and ensure fair use of limited spaces, all vehicles on university property must follow campus parking regulations.
These apply to all university-owned streets, parking lots, garages, sidewalks and walkways.
Parking regulations are internal administrative regulations of the university and do not replace any state laws or municipal ordinances.
Violations & Fines
Fines for parking violations are charged to the permit holder. If there is no permit, fines will be charged to the person that the vehicle is registered to, or to a student or employee who is a family member of the vehicle’s owner.
University Parking Violations may result in:
- Citations
- Towing
- Loss of parking privileges

Limited off-campus and privately owned parking options are available near campus. Arrangements for these must be made independently. Be aware that:
- The City of Huntington enforces meters on 3rd, 4th and 6th Avenues.
- There are no public parking garages immediately adjacent to campus.

Whether you’re a student, staff member or visitor, we’re glad you’re here. We appreciate your cooperation in keeping our campus safe, accessible and organized.
